"Terrorist and criminal groups continue to target foreign nationals, including U.S. citizens, with kidnappings, bombings, and other violent attacks," the embassy stated. The U.S. government faces limitations in providing emergency services to its citizens in large parts of Mindanao.
U.S. government employees under the Chief of Mission's security responsibility must obtain special authorization to travel outside Davao City, Davao del Norte Province, Siargao Island, and the Dinagat Islands.
The embassy advises reconsidering travel to the mentioned provinces due to ongoing threats. It recommends exercising heightened vigilance, maintaining a low profile, avoiding isolated areas after dark, and monitoring local media for updates.
Travelers are encouraged to enroll in the Smart Traveler Enrollment Program (STEP) for security updates and assistance during emergencies.
