U.S. underscores support for IAEA's role in ensuring nuclear safety in Ukraine

The United States has reiterated its commitment to nuclear safety and security in Ukraine amid ongoing conflict, as stated by Chargé d’Affaires Howard Solomon during the IAEA Board of Governors meeting in Vienna on March 6, 2025. The U.S. acknowledged the efforts of the International Atomic Energy Agency (IAEA) experts who have been working to prevent a nuclear incident in Ukraine.

Solomon emphasized the importance of refraining from actions that could lead to a nuclear incident at the Zaporizhzhia Nuclear Power Plant. He noted that restarting any reactor deemed unsafe by international experts should be avoided. "As the nations of the world embark upon the path to lasting peace between Ukraine and Russia, we encourage the Secretariat and all Member States to remain seized with the technical work of the Agency and avoid actions that could jeopardize these efforts," he stated.

The U.S. expressed concern over a recent drone strike damaging Chornobyl's New Safe Confinement, which was designed to contain radioactive material from past disasters. Solomon highlighted, "The longer this war continues, the greater the chance of another nuclear disaster in a region that has already suffered more than enough."

Despite challenges, Ukraine continues to meet its safeguards obligations under its Comprehensive Safeguards Agreement and Additional Protocol. The IAEA has not found any proliferation concerns in Ukraine.

The U.S. encouraged member states to support IAEA's efforts in Ukraine and suggested providing assistance when possible. Solomon called for safe passage solutions for IAEA personnel visiting Ukrainian nuclear facilities, particularly Zaporizhzhia.

In conclusion, Solomon requested that Director General’s report GOV/2025/11 on Nuclear Safety, Security, and Safeguards in Ukraine be made public.
