The Department of Justice has revealed indictments against Zhou Shuai, Yin Kecheng, eight employees of the Chinese technology firm i-Soon, and two officers from China’s Ministry of Public Security. They face charges related to hacking activities. The Diplomatic Security Service's Rewards for Justice Program is offering up to $10 million for information on these individuals involved in malicious cyber activities as per the Department of Justice’s indictments.

Furthermore, sanctions have been imposed by the United States on Zhou Shuai and his company, Shanghai Heiying Information Technology Company. Zhou Shuai is accused of illegally acquiring and selling data from sensitive U.S. infrastructure networks across sectors such as defense, communications, health, and government. Additionally, under the Transnational Organized Crime Rewards Program (TOCRP), a reward of up to $2 million each is offered for information leading to the arrests or convictions of Zhou Shuai and Yin Kecheng.

"China offers safe harbor for private sector companies that conduct malicious cyber activity against the United States and its partners," it was stated in relation to China's involvement with these entities. These actions are seen as part of a broader strategy by China-backed actors posing threats to U.S. national security.

The multi-agency initiative reflects a comprehensive approach to countering China-based cyber threats aimed at Americans' personal data and critical systems. "President Trump is committed to protecting the American people and U.S. critical infrastructure from these pervasive threats," it was affirmed.

Sanctions were enacted by the Department of the Treasury on Zhou Shuai and Shanghai Heiying Information Technology Company Limited under Executive Order 13694. Further details can be found in press releases from Treasury, DOJ, TOCRP announcements, and RFJ announcements.
