Securing national borders is a priority for the United States, according to Secretary of State Marco Rubio. On March 5, 2025, he announced a new visa restriction policy aimed at foreign government officials who facilitate illegal immigration into the country.
Rubio emphasized that countries along migratory routes must actively prevent and deter the transit of individuals seeking to enter the U.S. illegally. "Today, I am announcing a new visa restriction policy that will apply to foreign government officials, including immigration and customs officials, airport and port authority officials, and others believed to be responsible for knowingly facilitating illegal immigration to the United States," Rubio stated.
The new policy targets those failing to enforce immigration laws or implementing policies that aid in illegal migration through the U.S. southwest border. It complements an existing policy expanded in 2024 concerning private sector actors providing transportation services primarily for illegal aliens traveling to the U.S.
"These measures will continue until those officials take responsibility for ensuring there are policies in place and existing laws are enforced," said Rubio. He affirmed America's commitment to defending its national security interests.
The visa restrictions are authorized under Section 212(a)(3)(C) of the Immigration and Nationality Act, allowing inadmissibility for aliens whose entry could have serious adverse foreign policy consequences for the U.S. Certain family members may also fall under these restrictions.
