The U.S. Department of State has announced the designation of Ansar Allah, also known as the Houthis, as a Foreign Terrorist Organization (FTO). This decision fulfills one of President Trump's early promises in office.
President Trump emphasized in Executive Order 14175 that "the Houthis’ activities threaten the security of American civilians and personnel in the Middle East, the safety of our closest regional partners, and the stability of global maritime trade."
Since 2023, the Houthis have been responsible for numerous attacks on commercial vessels in regions such as the Red Sea and Gulf of Aden. They have also targeted U.S. service members involved in protecting navigation freedom and supporting regional allies. Notably, they have avoided targeting Chinese-flagged ships while focusing on American and allied vessels.
The United States has stated it will not accept any nation engaging with terrorist groups like the Houthis under the guise of legitimate international business.
This action by the State Department reflects the Trump Administration's dedication to safeguarding national security interests, ensuring American public safety, and maintaining U.S. security. The use of terrorist designations is seen as a vital tool in combating terrorism by limiting support for terrorist activities.
The designation follows section 219 of the Immigration and Nationality Act amendments and becomes effective upon publication in the Federal Register. Additionally, through its Rewards for Justice program, the Department offers up to $15 million for information leading to disrupting Ansar Allah's financial operations.
