Todd M. Harper, NCUA Chairman | National Credit Union Administration (NCUA)

The National Credit Union Administration (NCUA) has issued a consent order in February 2025, permanently prohibiting an individual from participating in the affairs of any federally insured depository institution. The individual affected by this order is Kelly Jo Muzzana, a former employee of Altana Federal Credit Union located in Billings, Montana.

An Order of Prohibition, such as the one issued to Muzzana, prevents an individual from ever working for a federally insured depository institution. These orders are part of the NCUA's enforcement actions to ensure compliance with laws and regulations within credit unions.

The NCUA also issues other types of administrative orders under Section 206 of the Federal Credit Union Act. These include Orders to Cease and Desist, which require corrective actions or restitution; and Orders Assessing Civil Money Penalties, mandating payment of penalties by institutions or individuals.

Enforcement orders and notices from the NCUA can be accessed online through their Administrative Orders webpage. This resource allows searches by name, institution, city, state, and year. It also provides links to federal enforcement actions against other institutions or affiliated parties.

The public can view these enforcement orders online or request copies by mail from the NCUA at their Alexandria, Virginia address.

The NCUA is an independent federal agency established by Congress to regulate and supervise federal credit unions. It manages the National Credit Union Share Insurance Fund, which insures deposits for over 135 million account holders across federal credit unions and most state-chartered credit unions. The agency also focuses on consumer protection and financial literacy education.
