Upper Egypt development program boosts economy through entrepreneurship

Upper Egypt, which is home to 38% of Egypt's population, faces challenges in economic development and job creation despite its potential for growth. The government of Egypt has initiated efforts to address these issues by empowering local governorates and involving citizens and businesses in decision-making processes.

In 2017, the Egyptian government launched the Upper Egypt Local Development Program (UELDP) with $500 million support from the World Bank. Initially focusing on Sohag and Qena governorates, it expanded in 2020 to include Assiut and Minya. This program aims to improve living conditions and sustainable incomes for residents by supporting local businesses and strengthening infrastructure.

The UELDP aligns with the national Hayah Karima initiative, targeting vulnerable communities for coordinated local development. The program has benefited over 8 million citizens by enhancing infrastructure services and promoting economic inclusion through consultations with locals.

One initiative under UELDP is helping local businesses access new markets. So far, 6,397 businesses have benefited, including 1,568 women entrepreneurs, creating over 2,032 jobs. Entrepreneurs like Naeema Mohamed Abed have seen growth in their businesses due to support from the program. "My project was once a dream," said Naeema. She aims to expand her business while preserving Egyptian heritage through traditional handicrafts.

Another entrepreneur, Omar Ahmed Soliman, expanded his textile business with help from UELDP. "The program helped in training and increasing the number of workers," he stated. He maintained Egyptian identity in his products while upgrading techniques.

Kamal Abou El Yazid Salman modernized his pottery workshop through the program's support and plans further expansion into international markets via exhibitions. "I want to show my products outside of Cairo," Kamal expressed.

The UELDP has positively impacted more than 50,000 businesses in Upper Egypt. Over 80% satisfaction rates among people and businesses in Qena and Sohag highlight its success. The practices developed are now being replicated across other regions in Egypt.
