The U.S. Embassy to Libya has announced the opening of the Fulbright Foreign Student Program competition for 2026. This program allows Libyan participants to pursue graduate-level studies in the United States while experiencing American life and sharing Libyan culture.

Participants are selected through an open, merit-based competition that considers leadership potential, academic excellence, and adaptability to life in the United States. Those accepted join a global network of dedicated Fulbright alumni.

The Fulbright Foreign Student Program is funded by the U.S. Government and administered by Amideast in the Middle East and North Africa region.

The program covers tuition and fees for graduate study or research in the United States, provides book, equipment, and travel allowances, a monthly stipend for accommodations and meals, a limited health benefits plan, and opportunities to participate in enrichment programs.

Benefits include learning about American culture while sharing one's own traditions, enriching knowledge with a graduate degree, forging connections within a global alum network, participating in pre-academic programs and seminars, exploring professional development opportunities at U.S. universities, with award costs covering tuition, living allowance, and round-trip travel.

Eligibility requirements state applicants must be Libyan citizens or permanent residents able to hold a Libyan passport. They must reside in Libya throughout the application process. A strong academic background is necessary along with proficiency in English or attendance at a Long-Term English (LTE) program if needed. Preference is given to those with little prior experience studying or living in the United States.

Applications are due by May 1st, 2025 at 11:59 PM Libya Time. Required documents include academic transcripts with translations if needed, TOEFL/IELTS/Duolingo scores if available, a résumé or CV detailing education and work experience, three letters of recommendation in English or translated into English, a personal statement up to 600 words long in English, and a study/research objective statement related to their field of study or research.

Selected candidates will be interviewed in Tunis in August 2025. Applications must be completed online; late submissions will not be considered. Recipients must return to their home country for at least two years after completing the program.
