The U.S. Embassy in Budapest, Hungary is seeking proposals for mobile telephone services. The services required include voice calls, international voice calls, voicemail, text messaging, and data service with 5G options. The contract will initially cover one year, with the possibility of extending it for up to two additional one-year periods. Services are expected to start by April 2025.

Service providers interested in submitting a proposal must meet several criteria. They need to have an established business with a permanent address and telephone listing in Hungary and possess all necessary local licenses and permits as per Hungarian law. Providers should not have any political or business affiliations that could conflict with U.S. interests.

Additionally, offerors must submit a National Defense Authorization Act (NDAA) declaration confirming they do not use Chinese telecommunications technology or equipment prohibited under Federal Acquisition Regulations clause 52.204-25. They must also certify compliance with U.S. federal anti-discrimination laws and ensure their DEI programs do not violate these laws.

Other requirements include proficiency in English, sufficient personnel and resources to perform the work, no adverse criminal record, and registration or readiness to register in the SAM database at www.sam.gov if awarded the contract.
