Millennium Challenge Account appoints new CEO for Lesotho health initiative

The Millennium Challenge Account-Lesotho II Authority (MCA-Lesotho II) has announced the appointment of Mrs. ‘Mannana Phalatse as its Chief Executive Officer (CEO). This decision follows an extensive selection process to identify a leader for the newly established authority, which is tasked with implementing the Health and Horticulture compact.

Mrs. Phalatse previously served as the Head of Compact II Development, where she led a team in developing the Lesotho Health and Horticulture Compact. Her career began in 2003 as a Senior Customs officer at the Lesotho Revenue Authority, followed by roles as an Economist and Senior Analyst. She also worked at the United States Embassy in Maseru as an Economic Specialist and served as Economic Adviser to the Ministry of Development Planning.

Mrs. Phalatse holds a Master’s degree in International Trade and Development Policy, along with degrees in Financial Economics and Banking, and Economics with a minor in Statistics. She brings over 20 years of experience from government and international development sectors.

Upon her appointment, Mrs. Phalatse stated: “MCA-Lesotho II is an exceptional organization that will play a pivotal role in driving the economic growth of our nation.” She expressed her commitment to enhancing rural livelihoods, promoting private sector participation, and improving health outcomes.

Ms. Maleshoane Lekomola-Danziger, Chairperson of the Board, noted that Mrs. Phalatse was chosen for her achievements, leadership qualities, and vision for MCA-Lesotho II's future.

As CEO, Mrs. Phalatse will oversee the implementation of a $322.5 million compact starting March 2024 aimed at improving healthcare access, business opportunities, crop production profits, and employment for women- and youth-owned enterprises through projects like Health Systems Strengthening and Market-Driven Irrigated Horticulture.

MCA–Lesotho II operates independently under Lesotho's government with funding from a $3 million grant by the U.S. Millennium Challenge Corporation (MCC).
