The Organization of American States (OAS) Permanent Council convened to address the ongoing transition situation in Guatemala. Ambassador Francisco O. Mora expressed concerns about the recent actions taken by Guatemalan authorities, stating that they have opened "Pandora’s box," leading to a more dangerous phase in the electoral transition process.

Ambassador Mora highlighted that Guatemalan authorities are escalating the crisis by acting against the will of both the Guatemalan people and the declarations of the OAS. He warned that failing to defend democracy in Guatemala could have broader implications for the region, emphasizing, "If we don’t do this together, we will fail together."

The OAS has consistently shown its commitment to a peaceful electoral transition and democracy in Guatemala. The Permanent Council has discussed this issue nine times since June. Recently, on November 29, a report from the Inter-American Commission on Human Rights (IACHR) outlined concerns over democracy and human rights in Guatemala.

Ambassador Mora pointed out that despite previous resolutions calling for an end to intimidation against electoral officials and parties like Semilla Movement, these calls have been ignored by Guatemalan authorities. He noted that under dubious circumstances, four Supreme Electoral Tribunal magistrates were stripped of their immunity by Congress and subsequently fled the country.

The United States is collaborating with other delegations on a new draft resolution addressing these issues. Ambassador Mora stated, "We look forward to discussing this text with all of you during this time," underscoring the OAS's role as a partner of hope for Guatemala.

He concluded by reaffirming their responsibility under the Democratic Charter to ensure that "the will of the Guatemalan people is carried out."
