Bill Richardson, a prominent figure in American politics and diplomacy, passed away on September 2, 2023. Known for his roles as the U.S. Ambassador to the United Nations and Secretary of Energy during the Clinton administration, Richardson also served as the governor of New Mexico from 2003 to 2011.

Ambassador Francisco O. Mora addressed the Organization of American States (OAS) Council with the news of Richardson's passing. "It is with a heavy heart that my delegation shares with this Council news of the passing of Bill Richardson last Friday in Massachusetts," Mora stated.

Richardson was celebrated for his dedication to public service and his efforts to strengthen relations between the United States and other countries in the Americas. He was described as a "proud Hispanic American and remarkable statesman" who valued dialogue, cooperation, and engagement.

His contributions extended to his role as Special OAS Envoy for Hemispheric Affairs under Secretary General Insulza. In this capacity, he emphasized Inter-American cooperation and regional representation on a global scale. In 2008, during an OAS Lecture Series event, he advocated for a “constructive realistic approach–recognizing our mutual interests and bridging our honest differences.”

Mora highlighted Richardson's commitment to human rights and international cooperation. His advocacy for comprehensive immigration reform reflected his understanding of complex hemispheric issues.

As U.S. Ambassador to the UN, Richardson demonstrated diplomatic skill in securing detainee releases such as journalist Danny Fenster in Myanmar in 2021. His efforts underscored his dedication to humanitarian causes.

Reflecting on Richardson’s legacy, Mora noted: "Colleagues, as we mourn his loss, we remember Bill Richardson for his distinguished political career — and his tireless efforts to promote peace, diplomacy, and understanding."

The OAS expressed condolences to Richardson's family and those who worked with him throughout his career.
