Ambassador Francisco O. Mora addressed the Organization of American States (OAS) Permanent Council on August 10, 2023, focusing on recent developments in Guatemala and Ecuador. He began by condemning the assassination of Ecuadorian presidential candidate Fernando Villavicencio, emphasizing that the United States stands ready to support local authorities in bringing those responsible to justice.
Mora highlighted the importance of regional solidarity during such crises, stressing that democracy is under threat from forces seeking to undermine it. "It is imperative that we all stand together as a region," he stated.
The ambassador also expressed gratitude for the OAS Secretary General's report on Guatemala's political situation. He acknowledged the positive outcome of securing commitments from the Guatemalan government regarding their upcoming election. Mora noted, "The United States is pleased that the OAS Secretary General has secured the commitment of the Government of Guatemala."
Despite these assurances, Mora conveyed concerns about reports of judicial intimidation and threats in Guatemala. He urged continued monitoring until a new administration assumes office in January 2024.
Clarifying U.S. neutrality, Mora emphasized, "The United States does not support any specific candidate or party in Guatemala’s elections." Instead, he underscored support for an electoral process free from interference.
Mora pointed out potential threats to Guatemala's democratic process due to actions by its Public Ministry and stressed the need for diverse voices within Guatemalan society to be heard. He called for protection of voting rights during the upcoming runoff election.
Finally, Mora warned against regional democratic backsliding and urged continued adherence to democratic principles beyond Guatemala's August 20 runoff and into January 2024. "This test extends well beyond August 20 all the way to the transition of power," he concluded.
