Serbia enforces new COVID-19 measures amid rising cases

As of November 15, the Serbian Ministry of Health reported 84,568 confirmed COVID-19 cases in Serbia and 1,009 deaths. In the past 24 hours, 11,527 people were tested, with 3,482 new cases identified. There are currently an estimated 3,847 hospitalized cases.

New measures by the Serbian Government will take effect on November 17 and remain until at least December 1. All services such as bars, restaurants, cafes, stores, supermarkets, shopping malls, theaters, and cinemas will close overnight from 9:00 p.m. to 5:00 a.m. These restrictions exclude pharmacies, gas stations, and food delivery services.

Existing measures continue to be enforced. Public gatherings involving more than five people are banned both indoors and outdoors. Indoor spaces must limit occupancy to one person per four square meters. Face coverings are mandatory indoors and outdoors when physical distancing is not possible. Visits to hospital patients are prohibited and visits to elder-care homes are limited to 15 minutes. The recommended distance between people outdoors is set at 1.5 meters.

Entry requirements for U.S. citizens traveling to Serbia remain unchanged since August 14. Foreign travelers from North Macedonia, Croatia, Bulgaria, or Romania need a negative PCR test taken within the previous 48 hours to enter Serbia. This requirement does not apply to permanent residents in Serbia or certain exempted groups.

For U.S. citizens who are permanent residents in Serbia arriving after September 18 at 18:00, health monitoring measures include taking a self-assessment test upon arrival via e-zdravlje.gov.rs and again on the tenth day after arrival.

Travelers should anticipate changes in restrictions without prior notice and consult the Serbian Government's website for further details.

The U.S. Embassy advises citizens to enroll in the Smart Traveler Enrollment Program (STEP) for updates and check the Embassy COVID-19 webpage regularly.

Currently, the U.S. Department of State Travel Advisory for Serbia is Level 3: Reconsider Travel due to COVID-19 concerns. Similarly, the Centers for Disease Control and Prevention (CDC) has issued a Level 3 Warning advising against non-essential travel.

U.S citizens are encouraged to stay informed through various resources including the CDC website for health guidelines and travel.state.gov for travel advisories related to COVID-19.
