According to the statement, "President Trump is fulfilling his promise to revoke Joe Biden’s dangerous Executive Order that hinders AI innovation and imposes onerous and unnecessary government control over the development of AI." The former order was said to establish burdensome requirements on companies involved in AI, potentially stifling private sector innovation and threatening U.S. technological leadership.
The new Executive Order instructs departments and agencies to revise or rescind policies inconsistent with boosting America's leadership in AI. It emphasizes the need for the United States to act decisively to maintain its dominance in AI for economic competitiveness and national security.
The directive outlines an "AI Action Plan" led by key figures such as the Assistant to the President for Science & Technology, the White House AI & Crypto Czar, and the National Security Advisor. Additionally, it calls for revising OMB memoranda related to federal governance of AI to remove barriers to U.S. leadership in this field.
President Trump has previously prioritized American leadership in AI. In 2019, he signed an Executive Order recognizing its importance for economic and national security. His administration doubled investment in AI research, established national research institutes, strengthened technical standards, and issued regulatory guidance for private sector development.
The current order builds on these efforts with a focus on free speech and human flourishing as core principles guiding U.S. actions in maintaining global AI leadership.
