The Hubert H. Humphrey Fellowship Program is inviting applications for the 2025-2026 academic year. This program offers mid-career professionals from around the world an opportunity to engage in ten months of non-degree academic study, leadership development, and professional enrichment in the United States.
Fellows are chosen based on their leadership potential and dedication to public service in either the public or private sector. Participants will study at one of approximately 13 host campuses across the U.S. and complete a minimum six-week professional affiliation with a U.S.-based organization.

Over recent years, fields such as Public Policy Analysis and Public Administration, Law and Human Rights, and Economic Development have been particularly competitive among applicants. "Please note that no more than three candidates globally will be represented in a cohort," states the program information.
The fellowship supports various fields including Economic Development, Finance & Banking, Communications and Journalism, Law and Human Rights, among others.
Eligibility criteria include having a first university degree, at least five years of full-time professional experience by August 2023 in a relevant field, proficiency in English (with specific TOEFL scores), citizenship requirements for Kazakhstan applicants, and other stipulations regarding previous educational experiences in the U.S.
Applicants must submit an online application by July 19, 2024. Required documents include recommendation letters—one from a current employer—and notarized copies of diplomas with English translations if necessary.
Nominations are made by embassies and reviewed by independent committees in the U.S., with final approval given by May 2025 by the J. William Fulbright Foreign Scholarship Board.
