The ongoing conflict in Ukraine has escalated with a new offensive by separatists, impacting areas such as Mariupol and Debaltseve. This development follows the alleged resupply of these groups by Russia, involving advanced weaponry including rocket systems, heavy artillery, tanks, and armored vehicles. Additionally, operational command and control support is reportedly being provided.

Secretary Kerry has emphasized that Russia's adherence to the Minsk agreements will be judged based on its actions rather than statements. He stated, "We call on Russia to end its support for separatists immediately, close the international border with Ukraine, and withdraw all weapons, fighters and financial backing." The statement further warned that failure to comply would result in increased pressure from the U.S. and international community on Russia and its proxies.
