The United States Mission to the OSCE has expressed concern over ongoing violations of OSCE principles by the Russian Federation and the situation in Ukraine. Reflecting on 2014, a year marked by unexpected developments, the U.S. highlighted Russia's actions in Crimea and eastern Ukraine as significant issues.

"Russia has invaded, occupied, and attempted to annex Crimea," stated the U.S. mission. The statement also noted Russia's support for separatists in eastern Ukraine, which included providing weapons and personnel. This support led to continued conflict aimed at destabilizing Ukraine's government.

A tragic incident mentioned was the downing of a commercial airliner over Hrabove by Russia-backed separatists, resulting in 298 casualties. Additionally, numerous Ukrainian citizens and OSCE monitors have been kidnapped or held hostage.

The U.S. hopes that with the new year, Russia will work towards peace and adhere to commitments made in Minsk last September. However, recent reports indicate an increase in violence instead. The Special Monitoring Mission (SMM) reported a "marked deterioration" in security conditions.

According to information received, military equipment from Russia continues to enter Ukraine despite agreements made earlier. A separatist leader admitted on television that they had resumed active fighting, leading to severe incidents such as an attack on a passenger bus killing twelve civilians.

The U.S. condemned these actions and called on Russia to implement the Minsk agreements fully without renegotiation attempts. It urged Russia to end its support for violence and withdraw its forces from Ukraine while releasing hostages held within its borders.

The statement emphasized that if Russia is genuinely interested in peace, it should allow safe access for OSCE monitors within conflict zones and respect Ukrainian sovereignty over its border with Russia.

The United States commended SMM monitors for their dedication under challenging circumstances and reiterated calls for their secure operation environment.

Thank you, Mr. Chair.
