US mission calls out ongoing violations by Russian Federation

The Russia-backed separatists continue to obstruct the Special Monitoring Mission (SMM) from conducting patrols in significant parts of separatist-controlled areas, particularly near the Russian border. Ukrainian forces have also imposed some restrictions on SMM patrols, prompting discussions with the Ukrainian government to cease such practices by local commanders. However, limitations on SMM movements in government-held territories are noted as exceptions rather than norms.

In contrast to Russia and its supported separatists, Ukraine is seen making efforts to fulfill its responsibilities under the Minsk agreements. The Ukrainian government is withdrawing weapons and adhering to the ceasefire. When engaged in combat, it is reportedly in response to provocations from separatists and in defense of Ukraine's territorial integrity. An example cited is a March 22 mortar attack by separatists on a checkpoint in Pisky that injured seven Ukrainian soldiers and narrowly missed SMM monitors.

Ukraine has also taken political steps towards fulfilling key components of the February 12 Package of Measures through legislation related to the Special Status Law.

Conversely, Russia claims support for implementing these measures while taking actions that threaten them and the September 2014 Minsk agreements. Actions attributed to Russia include attempting to annex Crimea by force, inciting rebellion in eastern Ukraine, providing resources to separatists, and deploying troops into Ukraine.

Russian military forces are reported to operate in eastern Ukraine, offering command support and operating air defense systems alongside pro-Russia forces. Russia has allegedly continued transferring military equipment to these groups, violating Ukraine’s sovereignty and undermining peace prospects.

A resolution requires full implementation of the Minsk agreements: a complete ceasefire, withdrawal of heavy weapons, removal of Russian military presence from Ukraine, international monitoring of borders between Ukraine and Russia, release of hostages including Nadiya Savchenko and Oleg Sentsov by Russia.

For legitimate elections in eastern Ukraine, cessation of weapon shipments across borders is necessary. Post-elections would allow elected leaders decentralized powers offered by Kyiv and participation in national dialogue regarding Ukraine’s constitution. Ending Crimea's occupation remains crucial.

The United States believes that "the Ukrainian government is sincere when it says that it wants internationally monitored elections and a national dialogue." There is hope that "Russia and the separatists it backs also want elections and dialogue" but note their actions have not aligned with their statements so far.
