US supports expanded role of OSCE monitoring mission in Ukraine

The United States Mission to the OSCE has expressed its support for the Special Monitoring Mission (SMM) in Ukraine, as it enters its second year. The mission, led by Ambassador Ertugrul Apakan, is tasked with monitoring a ceasefire and verifying the withdrawal of heavy weapons and foreign forces from Ukraine. These responsibilities are in addition to the SMM's original mandate to monitor human rights and facilitate dialogue.

The United States has committed to providing resources necessary for the expanded responsibilities of the SMM. "We are exploring ways to get you the necessary tools and people," said a representative of the US Mission, while maintaining their current contribution of 50 monitors.

Concerns were raised about the lack of information provided by signatories of the February 12 Package of Measures, which hampers verification efforts. There are also issues with restricted movement for SMM monitors within Ukraine, particularly along the Russian border. The safety of monitors is a concern due to cease-fire violations.

Secretary General Zannier described the SMM as a “quasi-peacekeeping operation.” The Ukrainian government has called for an actual peacekeeping force in eastern Ukraine to support SMM operations.

The US Mission praised improvements in SMM reports but suggested further enhancements. A map showing inaccessible areas could clarify differences in access granted by Ukrainian authorities versus Russia-backed separatists.

Ambassador Apakan was reminded that Crimea remains part of Ukraine according to PC decision 1117, urging Russia to allow monitoring there.

Ambassador Tagliavini was encouraged regarding working groups outlined in the Package of Measures. The UN Office for Coordination of Humanitarian Affairs was recommended for inclusion in discussions on humanitarian assistance.

Both ambassadors were thanked for their briefings and efforts amid challenging conditions.
