For the first time since the Minsk Implementation Package was signed on February 12, a reduction in violence has been observed. However, it is noted that Russia and the separatists they support began violating their commitments immediately after the deal was signed. The city of Debaltseve experienced a siege beyond the contact line with heavy shelling.

Despite decreased violence, compliance with the Minsk Implementation Package remains partial. The package demands "an immediate and comprehensive ceasefire," but Russian-backed separatists continue to engage in attacks. Since February 20, these attacks have resulted in 15 Ukrainian military personnel deaths and nearly one hundred injuries.

Another condition of the package is full access for OSCE monitors to the conflict zone. While there have been instances where monitors were stopped at Ukrainian checkpoints, restrictions by Russia and separatists are more widespread. Reports indicate obstruction by Russian-backed separatists, including threats against OSCE monitors.

The Minsk Implementation Package also requires a pullback of all heavy weapons, which has not occurred. The OSCE’s Chief Monitor requested information on heavy weapons from signatories shortly after signing, but Russia has not responded.

Russia recently sent its 17th humanitarian convoy into Ukraine without allowing international observers or Ukrainian border guards to inspect its contents fully. Concerns arise over whether these convoys truly carry humanitarian aid.

The ceasefire, weapons pullback, and OSCE verification remain incomplete steps in the Implementation Package. Additionally, all sides are called to release hostages as per agreements. Nadiya Savchenko and other Ukrainians held in Russia are highlighted as hostages needing release.

The United States and others hope that current conditions do not allow separatists to regroup and rearm with Russian support. Attention is focused on Shyrokyne near Mariupol amid fears of it becoming a target for separatists.

A report from the Office of the High Commissioner for Human Rights highlights devastating consequences: over 1.7 million displaced people and more than 5,800 killed. An OCHA report mentions finding 500 bodies post-siege in Debaltseve.

The ongoing illegal occupation of Crimea by Russia is another significant issue mentioned. This situation violates Ukraine's territorial integrity and involves oppressive practices against minorities like Crimean Tatars.

To prevent such scenarios from continuing or worsening, there is an emphasis on implementing Minsk agreements faithfully and respecting Ukraine's territorial integrity as a UN member state.
