Minsk measures urged as path toward peaceful resolution in Eastern Ukraine

Ambassadors Apakan and Tagliavini, along with ODIHR Director Michael Link, have highlighted the potential of the recently agreed "Package of Measures" at Minsk to advance the implementation of last September's Minsk Protocol and Agreement. This initiative is viewed as a chance to de-escalate the conflict in Eastern Ukraine.

A live broadcast showed President Poroshenko instructing his military to cease fire as scheduled. Reports from the SMM indicate that while the ceasefire holds in some areas, violations persist with intense attacks on Debaltseve.

Prior to the ceasefire deadline, Russian military forces were observed deploying artillery around Debaltseve. There are reports of Russian military systems and air defenses being positioned near this location. Additionally, preparations for supplying pro-Russian forces were noted.

Reports continue about heavy fighting near Debaltseve despite its location west of the established ceasefire line from September 19. This raises concerns about separatist intentions to alter ground realities. The importance of OSCE SMM access to monitor compliance or violations is underscored.

Deputy Chief Monitor Hug has been negotiating security guarantees for SMM access to Debaltseve. However, there has been limited cooperation from separatists and Russian participants regarding these guarantees.

Facts highlight that Ukraine responded to Ambassador Apakan’s request for information aiding SMM monitoring efforts. In contrast, Russia and other parties have not fully complied with such requests. Notably, only one party on their side has replied.

Statements from "LPR" and "DPR" leaders suggest selective adherence to the ceasefire, imposing restrictions on OSCE monitors' movement. Moreover, a lack of unified condemnation by the Tri-lateral Contact Group towards unhelpful statements from these groups was noted by Ambassador Tagliavini.

Russia's failure at multiple levels includes sending an unauthorized convoy into Ukraine contrary to international commitments and failing to condemn ongoing conflicts in Debaltseve or release hostages like Nadiya Savchenko held by Russia.

President Poroshenko has expressed readiness for full implementation of agreed measures; however, evidence suggests non-compliance by Russia and its supported separatists shortly after agreements were made.

The risks faced by SMM monitors conducting patrols in dangerous areas are acknowledged alongside their role in peace efforts. The necessity for all parties involved to recognize this courage is emphasized.

Efforts are underway by SMM to gather resources needed for effective monitoring of ceasefires and weapon pull-backs as agreed upon in Minsk. Support from all stakeholders is called upon for fulfilling these requirements so that monitors can effectively perform their duties.

The call remains strong for Russia and affiliated separatists to permit comprehensive access for OSCE monitors as stipulated in Minsk agreements aiming towards lasting peace respecting Ukraine's sovereignty and territorial integrity while ending Crimea's occupation.
