US raises concerns over Russian actions at OSCE meeting

The United States Mission to the Organization for Security and Co-operation in Europe (OSCE) has raised concerns about ongoing violations of international law by the Russian Federation. The mission highlighted efforts by the Special Monitoring Mission (SMM) to negotiate a ceasefire in Shyrokyne, an area with forces separated by just 100 meters. The SMM faced challenges as Russia-backed separatists repeatedly denied access to eastern Shyrokyne. Some access was eventually granted after negotiations, but Deputy Chief Monitor Hug stated that these restrictions are "unacceptable interference" with the SMM's mandate.

The U.S. called on all parties to provide the SMM with safe and unrestricted access across territories they control, including along the Ukrainian-Russian border. They noted that while Ukrainian forces have stopped monitors temporarily, this is not comparable to the broader restrictions imposed by Russia-backed separatists.

Reports from SMM UAVs have documented force buildups in separatist-controlled areas, including tanks near Donetsk and Shyrokyne. These findings suggest Russia continues to supply weapons and support to separatists, undermining the Minsk agreements.

Contrastingly, Ukraine has taken steps toward fulfilling its Minsk commitments, such as fighting corruption and reforming its energy sector. The Office for Democratic Institutions and Human Rights (ODIHR) is prepared to observe local elections in eastern Ukraine but awaits assurances of safety from separatists.

The OSCE Troika Ministers met on April 28, expressing support for Ambassador Heidi Tagliavini’s efforts and calling for working groups' immediate establishment per February's Package of Measures.

Despite these positive developments towards fulfilling the Minsk agreements, Russia and its supported separatists are reminded they cannot selectively uphold portions of Minsk agreements while ignoring others like establishing a genuine ceasefire. Additionally, Russia is urged to stop sending fighters into Ukraine and end training activities for separatists.

Concerns were also raised about Russian-occupied Crimea with reports of harassment against Crimean Tatars and alleged torture of Euromaidan activist Alexander Kostenko. The U.S. calls for investigations into these claims.

In conclusion, Russia is urged to respect Ukraine's sovereignty and territorial integrity by ceasing destabilization efforts and ending Crimea's occupation.
