U.S. Deputy Secretary of State Antony Blinken addressed European journalists in a telephonic press briefing on May 8, 2015, discussing the situation in Ukraine. Blinken noted that while overall violence has decreased, significant violence persists in specific areas. He attributed this violence to separatists and their Russian backers, who provide command and control.

Blinken explained that all current conflict points are west of the line established by the Minsk agreements in September. He stated, "every point of conflict is a result of the separatists trying to extend their territory, backed and supported by Russia, and the Ukrainians are acting defensively." He emphasized that Ukraine has made efforts to fulfill its responsibilities under these accords, unlike the separatists or Russia.

He warned that unless these agreements are fully implemented, existing sanctions on Russia will remain due to their significant impact. Furthermore, he anticipated increased sanctions if further aggressive actions occur, mentioning Mariupol as a potential flashpoint.
