Secretary Kerry addressed ongoing concerns regarding the Minsk agreements during a press availability on April 24, 2015. He highlighted several key issues, including military convoys and inspections by the Organization for Security and Co-operation in Europe (OSCE), as well as the presence of military personnel and equipment that have not been relocated.
Kerry expressed hope that these matters would receive continued attention through various channels in the coming days. "And my hope is that some progress can be made in getting the full implementation of Minsk," he stated. However, he acknowledged that the agreements had not yet been fully adhered to, which affects Russia's efforts to alleviate European sanctions.
"But it is clear at this point in time that it has not yet been lived up to sufficiently," Kerry said. He emphasized the need to maintain pressure until Minsk is adequately implemented.
