The United States has responded to the Russian Federation's concerns about military training conducted by US troops in Ukraine. The issue was addressed in a statement that noted the Russian representative's inability to confirm or deny the presence of Russian air defenses or participation in training activities in Eastern Ukraine. The statement considered this as a partial step forward, noting that not outright denying such claims suggests some progress.

Questions were raised regarding the deployment of air defense systems, with the statement suggesting that these questions should be directed towards the Russian government and military leadership. It was observed that air defenses are typically deployed to provide cover for planned ground attacks. The statement emphasized that regardless of their purpose, these deployments violate agreements made by Russia under the Minsk accords and called for their withdrawal.

Regarding US training activities, it was highlighted that this program is transparent and conducted at the invitation of Ukraine's sovereign government. Approximately 290 US troops are involved in training select units of Ukraine's National Guard to enhance internal security and territorial defense capabilities. This initiative is part of a broader engagement under NATO’s Partnership for Peace program.

The statement contrasted this with Russia's actions, emphasizing transparency and cooperation with Ukraine as key differences. It reiterated that information about the training is publicly available on US government websites.

The response concluded by stressing the importance of distinguishing between government-to-government invited training programs and activities perceived as fueling conflict in neighboring countries.
