The Russian-backed separatists in Ukraine, who signed the Minsk agreements and implementation plan, are reportedly not allowing OSCE monitors access to verify the ceasefire and withdrawal of heavy weapons. The denial of access raises concerns that the separatists might be concealing something.

Marie Harf, Acting Spokesperson, stated, "Denying access to the OSCE gives the appearance the separatists have something to hide." She emphasized the need for unrestricted access across Ukraine, including up to the Ukraine-Russia border. Harf urged all parties involved to cooperate with the OSCE to prevent further violence.
