Rex W. Tillerson, the U.S. Secretary of State, expressed optimism about the long-standing relationship between the United States and Egypt during his visit to Cairo on February 12, 2018. In discussions with Egyptian Foreign Minister Sameh Shoukry, Tillerson emphasized the commitment to strengthening bilateral ties and addressing regional challenges.
"We had a very productive discussion on our shared regional and security concerns," said Tillerson. He highlighted plans for a strategic dialogue later in the year and explored possibilities for further cooperation through a 2+2 dialogue involving defense and foreign ministers from both countries.
Tillerson conveyed condolences to Egypt for recent terrorist attacks by ISIS and reaffirmed continued U.S.-Egypt collaboration in counterterrorism efforts. "Our joint commitment to defeat ISIS is steadfast," he stated.
Human rights were also part of the agenda, with Tillerson noting support for a "transparent and credible electoral process" ahead of Egypt's presidential elections scheduled for March. On Libya, both nations backed the UN’s Action Plan for credible elections aimed at promoting stability.
The Middle East peace process was another topic discussed. Tillerson reiterated that "the Trump administration remains committed to achieving a lasting peace agreement between the Israelis and the Palestinians."
Economic engagement was also addressed as Tillerson acknowledged reforms by President Sisi aimed at economic prosperity in Egypt. He expressed hope that American companies would increase investments in Egypt.
Questions were raised regarding human rights issues in Egypt. In response, Shoukry suggested observers assess conditions firsthand rather than relying on external reports. "It is much more important [to consider]... how the Egyptian people view this administration," he remarked.
Tillerson addressed concerns about North Korea by stating it was too early to judge if diplomatic talks were starting but emphasized readiness for meaningful engagement when North Korea decides.
Shoukry confirmed discussions with Tillerson on North Korea-related issues, asserting that while diplomatic ties exist, they are limited, aligning with global nonproliferation efforts.
The meeting underscored mutual commitments between the U.S. and Egypt towards combating terrorism and fostering economic development while navigating complex geopolitical landscapes.
