US official emphasizes global cooperation at African center launch

Daniel Fennell, Counselor at the U.S. Embassy, delivered remarks at the opening of the Africa Center for Security and Counter-Terrorism Ghana (ACSC). The event was attended by government representatives and civil society leaders.

Fennell emphasized the shared responsibility in ensuring security, prosperity, and human rights for citizens. He stated that ISIL's actions in Syria and Iraq, along with terrorist attacks worldwide, highlight the need for a unified approach against terrorism.

"First, we must remain unwavering in our fight against terrorist organizations," Fennell said. He mentioned ongoing efforts to support Afghan forces and collaborations to counter groups like al-Shabaab and Boko Haram. In Iraq and Syria, a coalition aims to degrade ISIL.

Addressing terrorist ideologies is also crucial. "We have to confront the warped ideologies espoused by terrorists," he noted. Economic grievances are another focus area: "When people — especially young people — feel entirely trapped in impoverished communities... it feeds instability."

Fennell outlined U.S. initiatives such as expanding educational opportunities through programs like YALI and fostering entrepreneurship. "We can all reaffirm our commitment to broad-based development that creates growth and jobs," he added.

Political grievances exploited by terrorists were discussed too: "When peaceful, democratic change is impossible, it feeds into the terrorist propaganda." Fennell highlighted U.S.-backed programs aimed at improving understanding of violent extremism drivers through research across Africa.

Efforts include developing national strategies to counter violent extremism with ECOWAS and IGAD partnerships. Community-police relations are seen as key in preventing extremism spread: "Projects support implementation of... Good Practices on Community Engagement."

The role of religious voices is elevated through initiatives promoting peace-building among religious leaders. Workshops focusing on rehabilitation of foreign fighters are also planned.

Concluding his speech, Fennell quoted President Obama on international cooperation against terrorism: "We are all in the same boat... you will have a strong partner in the United States of America."
