U.S.-Ecuador boost cooperation on maritime security during Admiral Fagan's visit

Admiral Linda Fagan, Commandant of the U.S. Coast Guard, visited Quito on September 19, 2024, to discuss maritime operations and enhance cooperation with Ecuador. During her visit, she emphasized the importance of collaboration between the United States and Ecuador in addressing issues such as drug trafficking, transnational criminal organizations, and illegal fishing.

Admiral Fagan met with Ecuadorian authorities including Foreign Minister Gabriela Sommerfeld and Joint Command Chief Jaime Vela to discuss joint strategies against these challenges. She stated, “Thank you to the Ecuadorian people for their warm welcome during my visit. We have agreements to work together in combating transnational criminal organizations. The relationship between our maritime services is as strong as the bonds between our countries. Together, we will continue to defeat the criminal groups threatening the stability and security of our seas.”

A key aspect of her visit was signing a Memorandum of Understanding for transferring two patrol boats from the U.S. Coast Guard to the Ecuadorian Navy at no cost. While Ecuador will cover refurbishment and transportation costs, this move underscores U.S. commitment to strengthening Ecuador’s maritime security capabilities.

The United States continues its support through agreements like the Agreement on Operations Against Illicit Transnational Maritime Activities and the Status of Forces Agreement signed in 2023 with Ecuador. These agreements guide U.S. military personnel's temporary presence in Ecuador for training and capacity development without establishing a permanent base.

Admiral Fagan has been leading global operations of the U.S. Coast Guard since June 2022, overseeing a workforce comprising active-duty personnel, reservists, civilians, and volunteers.

This visit reinforces both nations' dedication to international collaboration against maritime crime while highlighting effective regional cooperation's significance.
