The Mozambique Contingent Emergency Response Project (CERP) serves as an Investment Project Financing (IPF), allowing emergency response expenditures to be funded through the Rapid Response Option (RRO). This project is part of the World Bank's Crisis Preparedness and Response Toolkit (CPRT), which enables the Government of Mozambique to quickly access financing for eligible crises or emergencies.

CERP is designed to be prepared in advance of any crises, providing a mechanism for Mozambique to seek financial support from the World Bank when necessary. The project spans six years and does not have committed funding at its inception. It can be activated multiple times during its duration, contingent upon eligible emergencies and available funds. Financial resources will be redirected from Mozambique’s existing portfolio of active operations into CERP for emergency purposes.

The project's appraisal includes several components: an Environmental and Social Review Summary, an Environmental and Social Management Plan (ESMP), a Stakeholder Engagement Plan (SEP), and an Environmental and Social Commitment Plan (ESCP).
