A recent report by the World Bank titled "Cambodia’s Regional Connectivity: Unlocking the Full Potential of Transport Corridors" highlights significant challenges in Cambodia's transport sector. The report suggests specific investments and policy measures to enhance regional connectivity. It indicates that Cambodia can play a crucial role in promoting regional trade by improving its transport links with neighboring countries and focusing on multimodal transport development.
H.E. Peng Ponea, the Minister of Public Works and Transport, emphasized the importance of this initiative, stating, “Regional connectivity and logistics development are Cambodia’s top priorities; strengthening our capacities will be key.” He further noted that these efforts could position Cambodia as a significant player in regional connectivity and global supply chains.
The Cambodian government has developed the Comprehensive Intermodal Transport and Logistics System (CITLS) Master Plan for 2023–2033. This plan aims to enhance the performance and efficiency of the transport sector while supporting national development objectives outlined in its Pentagonal Strategy Phase 1. The World Bank report offers additional recommendations focusing on immediate investments and policy actions to exploit opportunities along existing transport corridors.
Tania Meyer, World Bank Country Manager for Cambodia, commented on the collaborative nature of the report's development: “The report brought together key stakeholders from the government, the private sector, and development partners to explore options to enhance Cambodia's transport sector and regional connectivity.” She highlighted that a comprehensive approach to developing the transport network would improve competitiveness, unlock export potential, and promote trade in the region.
With an export-driven economy, Cambodia faces increased demand for efficient movement of goods across its borders. The report recommends priority investments and policy actions to boost road, rail, and inland waterway transport performance. A coordinated approach focusing on climate resilience is expected to improve competitiveness, economic efficiency, and regional trade promotion.
