A safeguard investigation aims to determine whether increased imports of a product are causing or threatening to cause serious injury to a domestic industry. During such an investigation, importers, exporters, and other interested parties may present evidence and views and respond to others' presentations.
According to WTO regulations, a member may impose a safeguard action—temporarily restricting imports—only if it is found that increased imports are causing or threatening serious injury.
