The World Bank Group announced today the 15-month debarment of Future Netwings Solutions Private Limited (FNSPL), an India-based IT and networking services provider, due to collusive practices related to the West Bengal Institutional Strengthening of Gram Panchayats Program II in India.
The project aimed to enhance the institutional and financial capacities of Gram Panchayats, local governing institutions across West Bengal. According to case details, FNSPL improperly coordinated bid preparation and pricing with other bidders in two tenders for contracts financed by the project, constituting a collusive practice.
The debarment renders FNSPL ineligible for participation in World Bank Group-financed projects and operations. As part of a settlement agreement, the company acknowledges responsibility and agrees to meet specific corporate compliance conditions for release from debarment. These conditions include developing bid preparation policies consistent with World Bank Group Integrity Guidelines and implementing a corporate ethics training program.
Additionally, the company commits to continue cooperating fully with the World Bank Group Integrity Vice Presidency. The settlement agreement shortens the debarment period due to the company's cooperation and voluntary remedial actions.
FNSPL's debarment qualifies for cross-debarment by other multilateral development banks under the Agreement for Mutual Enforcement of Debarment Decisions signed on April 9, 2010.
