Urgent Calls for EU Permitting Reform Following New Study

BusinessEurope today released the findings of a new survey highlighting the pressing need for reform in EU industrial permitting processes. The study, encompassing companies from 21 European countries, shed light on the challenges faced by businesses in navigating the complex and lengthy permitting procedures within the EU.

"In today’s very competitive global scene, speed is of strategic importance. Long and complex industrial permitting is a bottleneck for companies’ green and digital transformations and the EU’s global competitiveness," emphasized BusinessEurope President Fredrik Persson, underlining the critical nature of the issue.

The survey revealed that 83% of the companies encountered obstacles in investing in Europe due to the intricacies and duration of permitting processes. Persson noted the difficulties faced with public authorities, citing issues related to speed, coordination, as well as the complexities and uncertainties surrounding EU and national regulations.

Highlighting the global context, Persson pointed out that while competitors like the US and China face similar challenges, they have implemented specific measures such as time limits to tackle these issues. Despite some progress in the EU, Persson stressed that more comprehensive reforms are essential.

"The EU industry needs its ‘licence to transform’ at speed. Reforming industrial permitting across the EU must be high on the agenda during the next EU cycle," Persson emphasized, urging for swift action in addressing the current shortcomings.

The survey respondents emphasized three key actions to enhance and expedite EU permitting processes, including the implementation of time limits for permit granting, enhanced communication between companies and authorities, and the allowance for early project/construction commencement.

The call for reform in EU permitting processes is resonating strongly among businesses, with the study underscoring the critical need for streamlined procedures to support companies' growth and competitiveness in the global market.
